Market infrastructures like clearinghouses, global trade repositories and electronic trading platforms will play a prominent role in this new regulatory landscape. Policymakers are relying on them to bring greater transparency and risk mitigation to global financial markets. However, for all the potential of these entities to support regulatory oversight and systemic risk management, their impact may not be fully realized.

Tick…tick…tick. Yes, that sound you hear is the clock ticking ever louder. And the reason you hear it so clearly right now is that in just 36 days – October 12 to be precise – financial institutions will need to begin complying with a host of new swaps rules. Among them are real-time public reporting of swap transaction and pricing data, position limits for certain physical commodity futures and reporting of derivatives transactions to swap data repositories.

And today they use data not just to measure and calculate risk, but to define market segments, gauge returns on investment and monitor leverage.

Thank you, Jorge. Good morning, everyone. As always, it’s a pleasure to take part in a gathering of ACSDA members. It gives me a chance to catch up with old friends, make new friends, and share ideas and plans with my colleagues in the infrastructure business.
It’s also an honor to be here in Cartagena, because this city has an unusual link to General George Washington, the first president of the United States. About 40 years before General Washington became president, his older brother, Lawrence Washington, accompanied the British Admiral Edward Vernon to Cartagena.
