Proposed Rule Change to discontinue the Cost Basis Reporting Service of NSCC

This rule change proposes to amend NSCC’s Rules & Procedures (the “Rules”) to provide, through NSCC’s Insurance and Retirement Processing Service, an automated service for the processing of transfers, replacements and exchanges of insurance and retirement products.

Amend Procedure II of the NSCC Rules and Procedures to modify the money tolerance comparison provisions for fixed income securities.

The proposed rule change consists of enhancements to the Reconfirmation and Pricing Service (RECAPS) which includes the creation of a new functionality to be known as the Obligation Warehouse.

NSCC proposes to modify its Rules and Procedures regarding the creation of a Universal Trade Capture application and an automated Special Representative facility.

Proposed processing enhancements with respect to transfers processed through NSCCs Automated Customer Account Transfer Service

Proposed Rule Change by National Securities Clearing Corporation to allow expanded elligibility with respect to securities processed through the ID Net service.

The proposed rule change eliminates the NSCC payment guarantee for physical deliveries through the Envelope Settlement Service and any related clearing fund deposit.
