

DTCC's Fixed Income Division and DTCC Learning have launched a new series of podcasts for the Government Securities Division (GSD).
The series covers those topics relevant to teaching the employees
of DTCC's Fixed Income customers how to use Fixed Income GSD products.
[Excerpt] "On August 4, 2009, the Fixed Income Clearing Corporation distributed an Important Notice advising Government Securities Division Participants of the availability of a series of "simulations" designed to instruct participants on how to use the new GCF RTTM Web Front End. These animated simulations demonstrate the basic features and common processes of trade entry and affirmation of GCF repurchase transactions." Additionally, the GCF RTTM Web Front End User Guide has been published which provides detailed instructions and screen shots to facilitate an understanding of the new functionality and real-time data available."
FICC's Government Securities Division and Mortgage-Backed Securities Division will implement changes to their Clearing Fund methodology in Q3 2009. Subject to SEC approval, FICC will offer a Clearing Fund calculation with a Portfolio Margining option. A parallel period for members was initiated July 20 and will continue until August 14 to enable member firms to become familiar with the anticipated Clearing Fund Requirement impact.
Approval of FICC Rule Filing 2009-03: Fails Charge - April 23, 2009 (3:25)
The SEC has approved FICC Rule Filing SR-FICC-2009-03, which amends the rules of the Government Securities Division to impose a charge on failed Treasury positions. This charge is being implemented as part of the efforts of the Treasury Markets Practices Group to encourage market participants to resolve fails promptly. This charge will become effective May 1, 2009.
The Government Securities Division and the Mortgage-Backed Securities Division of the Fixed Income Clearing Corporation announced plans to implement changes to their Clearing Fund methodology in the third quarter of 2009. These proposed changes will be filed with the SEC shortly as proposed changes to the rules of the GSD and the MBSD. Rule changes are subject to SEC approval. On March 16, 2009, FICC announced that both the GSD Real-time Web Front End and Demand Brokered Repo Processing are available to participants! GSD RTTM Web Enhancements allow participants to enter and act on trades and advisories on a real-time basis, as well as view or query real-time trade and obligation data in the application. Additionally, with the new Web Front End functionality, participants will now have the ability to allocate multiple securities for a repo substitution. Presented by James Gilchrist, DTCC Learning.
Additional Products for the GCF Repo Service - FICC Rule Filing 2009-04 - March 11, 2009 (3:53)
FICC submitted a rule filing to the Securities and Exchange Commission to amend the rules of the Government Securities Division to add FDIC-insured notes to the GCF Repo service. FICC is proposing to add an additional collateral type to the GCF Repo service. Specifically, FICC proposes to add debt securities that are issued under the Debt Guarantee Program component of FDIC's TLGP to the GCF Repo service. Presented by James Gilchrist, DTCC Learning.
On March 3, 2009, the Fixed Income Clearing Corporation published Important Notice #GOV035.09 to remind Government Securities Division Non-Domestic Netting Members of their requirement to provide FICC with updated risk management and business continuity procedures. Pursuant to the rules of the Government Securities Division there is a fine schedule currently in effect for failures to timely submit required financial reports, information, and other documentation to FICC. GSD rules require that all current Non-Domestic Netting Members submit on an annual basis a current legal opinion from outside non-domestic counsel or a letter on their non-domestic outside counsel's letterhead stating that no material changes have occurred in home country (or other relevant non-domestic) law since the date of the most recent legal opinion submitted by the Member.
