The GMEI® utility is DTCC’s legal entity identifier (LEI) solution designed to create and apply a single, universal standard identifier to any organization or firm involved in a financial transaction globally.
The GMEI utility was developed in response to the financial crisis of 2008- 2009 after governments and regulators called for new financial market regulation. DTCC designed their LEI solution with the assistance of SWIFT and a consortium of 14 global financial services organizations, led by the Global Financial Markets Association (GFMA), to meet global requirements across all asset classes.
GMEI is accredited by the Global Legal Entity Identifier Foundation (GLEIF) and has been endorsed at a global level by the Regulatory Oversight Committee (ROC), the global group of regulators established by the Group of 20 (G20) and the Financial Stability Board (FSB) to oversee development of the Global Legal Entity Identifier System (GLEIS).
The GMEI utility portal can be found at www.gmeiutility.org. It includes registration and maintenance functions, search capabilities, file download services plus a user guide and a set of answers to frequently asked questions to assist individuals and organizations in using the portal.

HELPING FIRMS PREPARE FOR MIFID II
The Markets in Financial Instruments Directive (MiFID II) which goes into effect in 2018, will introduce the concept of ‘no LEI, no trade.’ This means that all legal entities involved in a trade, including the executing, submitting or transmitting firm, on both the buy- and sell-side, supply their LEIs in their trade reporting.
To assist firms preparing for this MiFID II mandate, the GMEI utility has amended its current pricing structure and has updated its systems and processes to facilitate the collection and validation of information on direct and ultimate parents, otherwise known as Level 2 Data.
