Secure Physical and Money Settlement Processing

Despite the increasing digitalization of financial markets, the need for secure and reliable physical delivery of securities still exists – particularly for certain asset types and legacy processes. Without a standardized framework, these deliveries can be inefficient, error-prone, and difficult to reconcile across participants and jurisdictions. 
 
DTCC’s Envelope Settlement Service (ESS) was originally established for Member-to-Member physical delivery of securities, offering a secure and consistent process for these transactions within the New York metropolitan area. Over time, its scope has expanded to include money-only settlements, consolidating transactions that were previously processed in the Dividend Settlement Service (DSS) and Funds Only Settlement Service (FOSS). Inter-city Envelope Settlement Service (IESS) builds on this foundation by enabling cross-border deliveries between New York and Toronto, applying the same standardized controls to support reliable inter-city settlement.  
 
Together, ESS and IESS provide NSCC Members with a secure, consistent, and operationally efficient solution for managing both physical securities and money-only settlements, helping reduce operational risk, maintaining compliance and improving post-trade reliability across domestic and cross-border markets.
