Electronic Blanket Letter of Representations (E-BLOR)
Issuers must execute a new electronic Blanket Letter of Representations (BLOR) in order to utilize the electronic certificate eligibility process and can access the BLOR here: E-CD BLOR
Underwriters also have the option to send a BLOR to multiple contacts (up to five) at the issuer directly from the application.
Issuers will receive an email with the new BLOR to review, electronically sign (as necessary) and submit back to DTC via DocuSign. Once the BLOR is approved by DTC, the electronic BLOR requirement is satisfied for the 6-digit CUSIP base.
